Is this useful if I am not in tech?
Yes. It is built for any department head hiring individual contributors. The worked case is an implementation team, but every lesson you run on your own roster and role.
Do I need a recruiter or an HR team?
No. It is written for the manager who hires without one. You stay the decision-maker; the course gives you the system to do it well.
How fast do I get value?
